“四有”干部

“四有”干部是指“心中有黨、心中有民、心中有責(zé)、心中有戒”的黨員干部。這一提法，來(lái)自于2015年1月12日，習(xí)近平在同中央黨校縣委書記研修班學(xué)員進(jìn)行座談時(shí)的重要講話。心中有黨是指黨員干部對(duì)黨忠誠(chéng)、信念堅(jiān)定，嚴(yán)守政治紀(jì)律，自覺(jué)同黨中央保持高度一致，自覺(jué)維護(hù)黨中央權(quán)威；心中有民強(qiáng)調(diào)的是黨員的全心全意為人民服務(wù)的宗旨意識(shí)，要親民、愛民、為民，樹立良好作風(fēng)，做到心系群眾、為民造福；心中有責(zé)指的是黨員干部要履職盡責(zé)、勇于擔(dān)當(dāng)，奮發(fā)有為；心中有戒，指的是嚴(yán)守黨紀(jì)國(guó)法，牢記規(guī)章制度，廉潔自律、自覺(jué)弘揚(yáng)和踐行社會(huì)主義核心價(jià)值觀，做到心有所畏、言有所戒、行有所止。做“四有”干部雖然是對(duì)縣委書記提出的要求，但適用于所有黨員領(lǐng)導(dǎo)干部。

The "Four Things" Officials Should Keep in Mind

Officials who are Party members should keep four things in mind: the Party, the people, their duties, and things to guard against. This expression derives from an important speech given by Xi Jinping on January 12, 2015, during a discussion with county-level Party secretaries attending a seminar at the Central Party School. 

"Keeping the Party in mind" means that Party officials should be loyal to the Party, firm in their beliefs, rigorous in their observance of political discipline, and self-aware in staying closely aligned with the Central Committee and in upholding its authority. 

"Keeping the people in mind" means that Party members must be aware of their mission to serve the people wholeheartedly. They must stay close to the people, care about them, serve them, set an example of good conduct for them, keep them in their hearts, and do their best for them. 

"Keeping their duties in mind" means that Party officials must live up to their responsibilities, be willing to take on assignments and be eager to get things done. 

"Keeping things to guard against in mind" means that they should strictly observe Party discipline and state law, remember regulations and institutions, be incorruptible and self-disciplined, and consciously promote and practice socialist core values, so that they know what they should be mindful of and understand the limits of what they can say and do. 

Although these "four things" were expectations set for county-level Party secretaries, they are applicable to all leading officials who are Party members.
